The present communication system prevailing in the Department is the verbal communication system which takes over the phone. The message is conveyed from the receptionist to the receiver by telephone. If the receiver is not available to attend the calls, the receptionist is responsible for making a note of the information and surpassing the information to the concerned receiver of the calls. Kabir got frustrated and got notion to put in the modern digital system for effective communication across the department. He acquired all the officers’ acceptance for the program. The system was responsible for facilitating the services like electronic transfer of calls, calls recovery, messages recovery, auto answering options etc. Miss Ann was trained and made responsible to supervise and manage the efficient functioning of the digital communication system in the department. She was also made responsible to retrieve the messages in the absence of any receiver. This is an old and slow process of communication giving room for number of mistakes. This resulted in the miscommunication of the data and information and therefore resulting in the misappropriation of tasks and responsibilities. At times, this fallout in the scolding and admonishments to the officers from the Deputy General of the department. 4. Reasons for the flaws in Communication Channel – There can be many reasons that affect the communication system in the organization. With reference to the case study of the public administration’s Dubai Police Department, there is a centralized communication system. They made use of the internet, fax machines, printers, telephones, e-mails as the mode of communication in the department. The communication officer who was the former receptionist of the department was also accountable to the higher uthorities to provide them the feedback of the new system by keeping the review on the system. The new system installed ensured the faster and effective communication across the department of the administrative affairs under the police department of Dubai. Benefits & Drawbacks Eventually, the new digital system was installed in the department. This resulted in the eradication of the problems due to the different benefits associated with it and they are – (a) New and modern system (b) Communication is possible in a large workforce c) Easy to use (d) Fast and prompt to use (e) Offers indifferent unique add on. Besides this, there are also some drawbacks associated with the Digital System and that pertains to the Information Richness which is passed between the receiver and the sender or any and they are as follows – (a) Lengthy Conversations are difficult with the new system. (b) The Particulars of the messages are missed. (c) Lot of Repetitions is required. (d) Less influential and cannot be used everywhere in all the functions of the department. e) Not everybody in the organization prefers to communicate via digital system of communication. (f) Cannot create impression upon the people or the listeners involved in the communication. Conclusion This case study helped to highlight and evaluate an important administrative tool, i. e. communication. Communication is a crucial aspect of public administration and the evaluation of the case of the Dub ai Police Department in its Department of Administrative Affairs and proved useful in the examination of this aspect of administration and its implications in real time scenarios. The discussions in the case study has proved that how much a proper and systematic communication channel is required in any of the organization to perform various functions in the department. The Case had also focused upon how much is the operational effectiveness of any organization is affecting due to the improper functioning of only one of the system in the organization. Indeed, the Case Study aimed to identify the significance of the proper and friendly communication channels entails in any of the public administration. Recommendations: With reference to the case study, I would like to give my personal recommendations for the improvement of the communication channels and programs in the organization. Several Steps can be taken by the Public Administration Authorities to improve the communication systems in the department. The Recommendations pertaining to the Department of Police are as follows – * An Organized System for Communication should be followed which should be completely formal system. This will provide a solution for the structural and operational problems with respect to the operational concerns. All the elements of the Communication mix should be properly managed during the implementation of the programs and systems. A certain problem is recognized which is referred as the Time Wasting Potential. This should be eradicated by making use of SOP Program used for the development of the overall communication systems and programs in the organization. Friendliness and perception of social support Generally, this study investigate whether local student perceived more social support as compared to out-of-state student and to examine the relationship between friendliness and social support. A total of 120 participants aged between 17 to 24 years was surveyed. The participants are local college student (n=30 males and n=30 females) and out-of-state college student (n=30 males and n=30 females) from the Sunway University College. The instrument used to gather the data are Multidimensional Scale of Perceived Social Support (MSPSS) (Zimet et al., 1988) and Friendliness-Unfriendliness Scale (SACRAL) (Reisman Billingham, 1989). It is found that local student received more social support as compared to out-of-state student. Moreover, a very significant positive relationship was also found between friendliness and total perceived social support. Students these days face difficulty in college or even university as it is hard for them to adapt to new environment, subjects and also friends, hence it will be difficult especially for the international student to adjust themselves in another country due to so many factor that can affect their level of stress as compared to the local students (Mista, Crist Burant, 2003). However, researchers (e.g. Cohen Wills, 1985; Baron and Kenny, 1986), noted that social support helps to buffer stress. As defined by Lahey (2007, p.510), social support is a form of support given by any family members and friends given that they advise or lend a hand to an individual whom needs reveal their personal feeling. Cohen (1982) categorizes social network, perceived social support and supportive behavior under social support, where the three categories are inter-related such that perceived social support is defined as perceived social support refers to the function of social relationship as the perception that social relationship will (if necessary) provide resources such as emotional support or information and supportive behaviours refer to the mobilization and receipt of behaviors intended to aid persons in the face of stressful events (p.109). As for friendliness, it is defined by Reisman (1983) saying that friendliness is a construct or dispositional tendency or attitude that implies kindliness, cordiality, and goodwill (p. 405). Reisman also added that friendliness is also a belief or feelings that people have about themselves, as well as to overt behaviors, such as smiling, greeting, and cooperating(p. 406). Past research, Misra, Crist and Burant (2003), found that International students whom are studying in American universities faces more problem such as adjusting and getting use to a new environment. The international student feel stressed up and uncomfortable for example, they have to adapt new culture and even new subject. At the same time, they also have workload that needs to be complete within a time period therefore this also causes stress. Therefore a study was carried out with a total sample of 143 participants whom are students from Africa, Asia, Middle East and America and it was found that social support do help buffer stress. Social support can act as a buffer for in many aspects. According to Demaray and Malecki (2002) social support is said to become an important role in students life because it is found that students with low perceived support obtained significantly higher scores on problematic behavior (p. 238). It is also noted by Rodriguez et al. (2003), that a person can be influence strongly by anyone that is not a family member of that person as it has been verify by research. However, it is proven that individual with social support will be able to deal with their unpleasant situation better than those individual who do not have social support (Rodrigeuz et al., 2003). According to Eker, Arkar and Yaldiz (2000) the term significant other is defined as somebody outside ones family and friends (e.g. fiancà © (e), boy/girlfriend, relative, neighbor, doctor). Simultaneously, friendliness will also be analyze with social support to examine whether is there a significant relationship between friendliness and social support. Hypothesis The first hypothesis for this study is local student receive more social support as compared to out-of-state student. The second hypothesis for the study is there is a positive relationship between friendliness and social support. Method Study Design Survey design consists of two types of method which are questionnaire and interview. However questionnaire was picked to conduct the survey instead of interview because the research involves a large number of participants. The questionnaire consists of two types of scale; Multidimensional Scale of Perceived Social Support (MSPSS) (Zimet et al., 1988) and Friendliness Unfriendliness Scale (SACRAL) (Resiman Billingham, 1989). For the first hypothesis, the dependent variable is perceived social support and the independent variable is the type of student; local student or out-of-state student. Whereas for the second hypothesis, the dependent variable is friendliness and the independent variable is social support. Participants A total number of one hundred and twenty students from the Sunway University College were surveyed (refer to Table 1). The participants comprised of 60 males and 60 females. For each gender, 30 students are local student and another 30 are out-of-state student. The students surveyed are 17 years old to 24 years old (M=19.39, SD=1.34) (not shown in table). Most of the participants are Chinese with a total percentage of 62.5% whereas 10.8% are Malay, 7.5% are Indian and 19.2% are others. However, the highest percentage for the religion is Buddhist with a percentage of 45.0%. Whereas the percentages for each of remaining religion of the participants are 14.2% Muslim, 26.7% Christian, 5% Hindu and the remaining 5% are others. The highest educational level achieved by most of the students is secondary school and diploma or equivalent with a percentage of 25.8% and 45%, whereas 28.3% had achieved a bachelor degree or equivalent and only 0.8% had achieved a postgraduate degree (master/docto ral level). Students were selected to be the participant for this survey because the research is studying about local students and out-of-state students therefore out-of-state students comprise of international student or student from other states in Malaysia besides Selangor and Kuala Lumpur and the local student are those who are raised up in Selangor and Kuala Lumpur. Measurement The measurements used to measure perceived social support in this study is Multidimensional Scale of Perceived Social Support (MSPSS) which was design by Zimet, Dahlem, Zimet and Farley in 1988 where scores are obtained from a 7-point Likert scale beginning with 1 for disagree very strongly to 7 for agree very strongly . This scale contain 12-item that measures three types of perceive social support from family, friends and significant other. For family, it has four item that are item 3, 4, 8 and 11, whereas friends has seven items which are item 1, 2, 5, 6, 7, 9 and 12 and for significant other, it has 4 items but three item are the same item for friends which are item 1, 2, 5 and 10. Every item is summed up by itself and each total are then divided among the number of items it consist. Lastly, the score obtain will show the level of perceived social support, thus a higher score obtained shows that more perceived social support gain. Zimet et al. noted that MSPSS has good test-retes t reliability and known to have an outstanding scale due to its constant alphas (0.91) overall and the subscales tend to have alpha ranging from 0.90 to 0.95. Since it has a achieve a good reliability therefore, the validity for construct validity is at the same level as the reliability, whereas both factorial and concurrent validity is also excellent when it is associate with depression and with degree of coronary artery disease in type A patients (inverse correlation). The second type of measurement used is Friendliness Unfriendliness Scale (SACRAL) (Reisman Billingham, 1989). Procedure This study is assign as a group research and 120 questionnaires were divided among six of the group member. Each and every member approaches approximately 20 students in Sunway University College. Convenience sampling a type of non-random sampling (Mcburney White, 2007, pp. 257) is used because the participant needed are students therefore it is easy and simple for the data to be collected since we are studying in a college where we can approach to the participant easily and it also not time consuming. After filling up, the questionnaires are collected from the participant to be analyzed. Result The aim of the t-test analysis is to help measure whether local student perceived more social support or vice versa. T-test is used because it analyzes on one categorical variable and one continuous variable plus t-test is also used because the independent variable for the first hypothesis is a two level independent variable. In addition, it also determines whether there is a statistically significant difference for both the variable (Pallant, 2007, p. 232). As for the Correlation analysis, it will determine whether there is a positive or negative relationship between the two variables and its strength (Pallant, 2007, p. 126). Hence, this fits for the second hypothesis since the research is to find out about the relationship between friendliness and social support. Using the Statistical Package for the Social Sciences (SPSS) data analysis program to test on both t-test and correlation coefficient for the two hypotheses, the results obtain are shown in Table 1 and Table 2. From the t-test analysis (refer to Table 2), the result shows the total amount of perceived social support received by both local student (M = 5.46, SD = 0.96) and the out-of-state student (M = 4.94, SD = 1.06). The result achieve is significant as hometown affects the total social support received by the local student and out-of-state student, t (118) = 2.81, p à ¢Ã¢â‚¬ °Ã‚ ¤ 0.01. The only variable that was found no significant difference is the social support from family. Hence, hometown do not significantly affect students social support from family, where the mean of local student vs. out-of-state student is 5.45 vs. 5.12, t (118) = 1.50, p à ¢Ã¢â‚¬ °Ã‚ ¥ 0.05. However, significant difference was found between local student and out-of-state student (M = 5.44, SD = 1.05 and M = 4.85, SD = 1.09) for social support from friend. This shows that hometown significantly affect students social support from friend, t (118) = 3.06, p à ¢Ã¢â‚¬ °Ã‚ ¤ 0.01. Thus, local student receive more social support from friends as compared to out-of-state student. As for social support from significant other, it is found to be significantly different also. It is showed in Table 2 that hometown significantly affect students social support from significant other as the mean obtain for out-of state student (M = 4.92, SD = 1.35) is lower than the mean for the local student (M = 5.42, SD = 1.26) and the t-value is as follow, t (118) = 2.08, p à ¢Ã¢â‚¬ °Ã‚ ¤ 0.01. Therefore, more social support from significant other is received by local student instead of the out-of-state student. This means that the friendlier the students are, the more perceived social support. A coefficient determination is also obtained which is 9.18per cent of variance being shared. Therefore, friendliness affects about 9.2 percent of the variance found in perceived social support. As for friendliness and the subscale of social support from friend and from significant other, it is found that both subscales have a very significant relationship with friendliness (refer to Table 3). But the unexpected finding was for the social support from family as it is not significant, this is comparable with Misra, Crist and Burant where they. From the result, assumption such that local student have the advantage to receive more social support because local student can easily adapt to their own country culture whereas it will be slightly more difficult for the student from out-of-state Similar prediction was achieve by Yue and Thao (2007). From the findings, it shows that out-of-state student receive lesser social support from friends and also lesser social support from significant other compare to local student. This result was also obtained by Demaray and Malecki (2002) showing that the Native American student perceived lesser social support while the ethnic student receive higher social support. Hence, the first hypothesis, local student receives more social support as compared to out-of-state student is accepted. The result is accurate because of the reliability and validity of the Multidimensional Scale of Perceived Social Support (MSPSS) used in the survey. The correlation test indicate that there is a very significant positive relationship between friendliness and social support and this means the friendlier one is, the more social support is gain. Similar result can see in Sullivan (1999) research. The benefit of this study is that every subscale is analyzed and a very significant result are attain for both social support from friend and significant other. The reliability and validity of the Friendliness Unfriendliness scale (SACRAL) also contribute to the strength of the study. Thus, the second hypothesis, that there is a significant positive relationship between friendliness and social support is accepted. The limitation of present study is that the data collected is a small sample size only, thus the study is less likely to be accurate since the amount for each local student and out-of-state student and gender are controlled which it will give 30 subject for each hometown and gender. Besides, another limitation is that the number of year out-of-state student have been leaving in Selangor or Kuala Lumpur, where they might have gotten used to the environmental and may be their family live in a nearby state or country, which is now very easy n convenient to travel back n fro. Hence, the student might feel that they have enough social support. Nevertheless, future study is to help find ways to make the study a better one is that collect a larger sample, try collecting data from a wider range and use random assignment instead of convenience sampling. Besides, the number of year the student have been in Malaysia should be place in the demographic form, so that we can tell how long the out-of-state student have been living in Malaysia and that variable can be control. In conclusion, both hypothesis are accepted, as a significant result is obtain and the mean shows that local student receive more social support than out-of-state student. Plus, a very significant positive relationship is found between friendliness and social support. Hence, the more friendly the individual the more social support is gain by the individual. The research should have include the number of year an individual have been living in Malaysia, so that the limitation can be remove and the result achieve will be more accurate.

As the following advertisements demonstrate, MACs innovative advertising effectiveness relies on bold, often non-traditional imagery and the use of celebrity icons to celebrate individuality through the MAC look, appealing to peoples sense of self-expression and their desire to be beautiful and stand out. In so doing, MAC prese nts themselves as a brand that seeks to empower people and support everyones individuality and creativity. The drive to be unique, to stand out, and to be an individual are all emotions MAC promotes in its advertising. One such example of this can be seen in MACs recent collaboration with Caitlyn Jenner (Figure 1) in which Jenner is the spokesperson for a new MAC Cosmetics lipstick, appropriately named Finally Free. The initiative is an effort to help the transgender community, with 100% of the proceeds going to the MAC Aids Fund Transgender charity. By acknowledging the transgender community in its advertising, MAC communicates they are a tolerant, open-minded brand that supports diversity and inner beauty. This notion coincides with MACs mission statement: All Races, All Sexes, All Ages. Feeling comfortable in ones own skin is what gives an individual their sense of beauty. Being able to bring out inner beauty for the world to see, no matter what a persons gender, promotes the Finally Free slogan. The Caitlyn Jenner collection represents Caitlyns mission of sharing her transition with t he world, championing All Ages, All Races and All Sexes. The purpose of this ad is to inspire people to buy MACs product while encouraging them to embrace life, in whatever form they choose. This ad makes an ethical appeal to those who support the gay and transgender community by donating funds to MACs charitable cause, and due to Caitlyn Jenners celebrity status, MAC has successfully invoked an even larger audience by reaching the fans of this well-known celebrity figure. The decision to use Caitlyn Jenner as a MAC spokesperson represents the notion that beauty is found not only on the outside, as many cosmetic companies limit their focus to, but rather is both on the inside and outside. Jenner demonstrates that beauty is ageless and in order to project beauty, people need to love their inner self. MACs decision to sign a transgender celebrity that is also over 65 years old, sends the message that age doesnt have to be a defining factor in how beauty is perceived. Begun in 1994 during a time when other makeup companies were using famous supermodels as the faces of their advertising campaigns, MAC chose to go the unconventional route. Featuring notorious drag queen RuPaul as their first VIVA GLAM spokesperson, the VIVA GLAM ads included the tagline, We wont look down on you, and we wont intimidate you, because we know what it was like to be picked on by the cool kids. And guess what? Now were the cool kids. Since then, advertising of the VIVA GLAM line has featured such celebrities as K.D. Lang, a Canadian lesbian singer, and music legend/AIDS activist, Elton John. More recently MAC has included glamorous celebrities as spokespeople for the VIVA GLAM line, including Cyndi Lauper, Lady Gaga, Rihanna, and Miley Cyrus. While Gaga and Lauper are long-time AI DS advocates, Rihanna is known as a charitable voice for young generations. MAC also enlisted Nicki Minaj and Ricky Martin, daring people to Be Bold, Be Beautiful, Be Safe. These ads have succeeded in positioning MAC as a very hip company, catering to people who are open to accepting gay lifestyles and beliefs, while furthering MACs commitment to HIV and AIDS and promoting safe sex behaviors. The purpose of this ad campaign is to inspire people to buy VIVA GLAM lipstick and promote values of acceptance, diversity and glamour across MACs diverse range of products. By using culture and gender issues as a means to reach MACs target audience, the ads successfully drive demand for their progressive makeup as a form of self-expression. Additionally, the ads utilize bold colors to catch peoples eyes and appeal to their emotions by donating every cent of the selling price of the VIVA GLAM lipstick toward helping women, men and children living with and affected by HIV/AIDS. The VIVA GLAM spo kespeople reflect the cultural narrative of diversity, personal triumph and embracing inner beauty. True to MAC Cosmetics non-traditional use of imagery to advertise its products, MACs Strength Collection (Figure 3) uses the tag line Flex your femininity. Featuring product names such as Posed, Brains and Brawn, Inner Strength and Absolute Power, the strength collection uses a photo of a female body builder, driving home the cultural narrative of inner strength, empowerment and beauty in MACs ads. Choosing to use Jelena Abbou, a Serbian-American competitive body builder and fitness model à ¢Ã¢â‚¬ Ã¢â€š ¬ complete in full makeup and a shiny black gown à ¢Ã¢â‚¬ Ã¢â€š ¬ promotes the idea that men and women are equal. Men are perceived as strong or tough whereas women are considered dainty and fragile. Having a women body builder in MACs ad demonstrates that beauty comes in many different shapes and sizes and that gender doesnt matter. The purpose of the ad is to grab peoples attention through the use of the striking and unusual imagery. The text Strike a powerful pose, stand out an d redefine the notion of beauty, paired with the image of a female body builder further creates interest and contrasts with traditional makeup advertisements used by other brands. By successfully glamorizing Jelena and highlighting her beauty and femininity, MAC contradicts the mainstream idea that women bodybuilders are masculine, thereby furthering the notion of gender equality and inner beauty. The use of a female body builder is a great example of driving home the cultural narrative of inner strength and beauty in MACs ads and demonstrates that beauty comes in many different shapes and sizes. Whereas most cosmetic brands feature idealized images of the female body to sell makeup, MAC contradicts dominant ideas about femininity, focusing instead on the psychological emotions of confidence and self-esteem achieved from inner beauty. In a similar fashion of using striking imagery, MACs Style Warrior ads (Figure 4) were made to celebrate the cross-cultural sophistication of the modern Amazon Princess, African Queen, Crouching Tigressà ¢Ã¢â€š ¬Ã‚ ¦ The ads emphasize makeup as a form of self-expression, promoting a diverse color palette featuring bronzing shades for lips, cheeks, eyes and nails that keep skin looking glowing and radiant. The makeup line is full of bold colors with shades suitable for a wide variety of skin tones. The ads succeed in drawing peoples attention due to the dramatic and non-traditional application of makeup that is almost reminiscent of painted works of art, emphasizing makeup as a form of self-expression. By combining this bold imagery with the bold headline Style Warrior and the subsequent text that describes every woman as having an inner wild thing, MAC suggests that makeup is a great way to embody different aspects of a persons personality. By appealing to peoples need and desire to feel confident and beautiful, MAC succeeds in communicating the idea that buying their product will help to make people be bolder and more glamorous. Building on its philosophy to create makeup for all ages, sexes and races, MAC launched a contest in the fall of 2015 called MACnificent Me. The contest invited MAC fans to submit a photo of themselves, along with a 100-word life mantra, illustrating their style, heart, and soul. These were done in unsanitary conditions, sometimes the â€Å"back alley† doctor would mess up the procedure and the woman would either die from this or be unable to conceive later in life. Some would even consider drinking a mixture that would induce a miscarriage, and would end up dying from the mixture. Conversely, police strongly say that they arrest a huge number of Blacks because they themselves commit a great number of criminals. From 2001 to 2003, approximately 1.8 robberies have occurred. Similarly, UCR reported that police arrested about 229,000 for robbery. Before a police makes an arrest, one must tell them of the crime hence the most applicable manner of to assess whether there exist biasness in law enforcement by the police is really the comparison between the proportion of Black criminals and the proportion of arrested Black suspects. The data showed that 55 percent of the offenders in robbery cases were all black and 55.4 percent of the robbers were reported to the police were black. In line with this, 54.1 percent of the robbers subjected for apprehension were black. Actually, police arrests fewer blacks than what is expected. In other crimes such as burglary, 45 percent of black crime committers were reported however, only 28 percent of arrested suspects were actually black. When all the crimes are collected, blacks have a 26 percent less chance of being arrested than any other races.   These facts do not support the charges against them instead it imply the opposite; the police are more rigorous in non-black apprehension.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Victims are asked to give description of their perpetrators and sometimes victims do not identify Hispanic suspects correctly. They somehow categorized them as either Asian or Indian.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Victims are most likely to call the attention of the enforcer if the crime committer has gun or any weapon at hand. Usually, blacks handled guns and knives more frequently than any race did, thus more crimes were associated with blacks. Moreover, even on the same crime category, blacks are committing serious offenses; therefore, even though they constitute only thirteen percent of the total population of the United States, they commit a large number of crimes than anybody else (based on data gathered by NCVS).   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Blacks have a higher possibility of stealing cars. The National Incident-Based System (NIBRS) is a database wherein you can use it to make clear comparisons between race of offenders reported and number of each race arrested. Four thousand seven hundred twenty six police departments in 23 states have detailed all crimes known to them including information about the race of the criminal involved and the race of arrested criminals. The data presented represent less than 20 percent of American population and a 15 percent of total crimes occurred in all the states in America.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Furthermore, violent interracial crimes involved 85 percent of blacks while whites only contribute 15 percent of the crime. Blacks commit more interracial crimes and hate crimes against white (about 45 percent) than blacks do. A very shocking and striking statistics showed that blacks are 39 times more possibly to be involved in crimes on white than whites committing crimes against black. Blacks commit robbery above a hundred times. Clearly, from these arguments we can conclude that police was not really biased when enforcing law and authority towards race. Still there are many believed that there exist racial discrimination in exercising police discretion. Racial separation and discrimination are still visible in the United States.   It seemed that African American and other colored people are not truly accepted in the American community. Racial discrimination (not only with blacks) is deeply seen in the enforcement of laws and judicial process. Muslims felt this kind of unfairness since the September 11 bombings and attacks. Associated Press has reported cases of Muslim discrimination in United States. In November 2006, 6 Muslims who came from a conference have removed from the airport, handcuffed and interrogated by airlines enforcers because of a false alarm from a passenger. Investigation was conducted and found out that the airlines had unlawfully taken out the six Muslims. Another instance is the Latino and African-American motorist in Los Angeles were most likely to be questioned and subjected for vehicle inspections than whites. Racial discrimination was manifested in judicial processes and procedures in the United States. In fact, blacks usually received a more severe and harsh punishment than whites. Based on statistics taken by the National Urban League, male blacks were sentenced longer than any white man was. Forty percent of male black prisoners condemned to more than a single year of imprisonment while 20 percent were Latin Americans. The number of black prisoners was about 7 times that of white inmates and the number Latin Americans were 2.5 times higher than that of white.   In addition, it showed that blacks have the higher probability of being imprisoned or jailed than whites. This racial bias has resulted to hate crimes. A relatively high increase of the racist and neo-Nazi groups has occurred for five years and hate crimes continuously stretching within America. Study showed that crime committers were mainly motivated by racial bias.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Human rights violation by law enforcement and judicial system is also a frequent and widespread situation in several parts of the United States. The enforcer seriously abuses police discretion. Reports from Human Rights Watch told that since September 11 attacks, more than 70 men were put in prison without any criminal charges. Moreover, reports from the Washington Post said that complaints against New York Police Department have augmented by 60 percent in the span of four years. A study conducted by Professor Craig Futterman of the University of Chicago stated that 662 out of 13,500 Chicago police enforcer have received each more than ten complaints. In line with this, four police were arrested for false arrest. Two former inmates of Cook County Jail complained of physical injuries got from jail guards. Michael Mejia was handcuffed by guards and banged his face on the wall. Guards also received complaints from allegation of kicking and stomping of prisoners. Nevertheless, officials of the jail’s internal affairs division did not act on those complaints.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Judicial injustice in the United States is quite alarming. There are cases reported that offenders were put to prison without proving guilty of the crime or even conducted house arrests without formal proceedings.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Faulty cases and frame-up were observed in the United States. Investigations and reviews showed that 328 criminal cases were all frame-up and thus implied that a relatively high number of prisoners were innocent of the allegation. A man who was alleged and jailed for rape asked for a DNA test but police declined his request. After the September 11 attacks, 6,472 individuals were subjected to prosecution on terrorism-related cases. Many arrested individuals prior to terrorism charges have freed from charges because of insufficient evidences.  Ã‚   Sixty four percent of them were proven innocent and an added 9 percent of were dismissed by prosecutors.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   United States has recorded a highest number of prisoners in the world. There are actually 2.2 million of prisoners in the municipal jails. The US correctional have recorded 7 million prisoners both men and women.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Abuse and mistreatment is common to US jails. In fact, the United States is the only nation in the world that used dogs to punish and scare inmates in the prison. They used these dogs aggressively and uncompromisingly to attack and assault prisoners to take out prisoners in the cell. The Human Rights Watch reported that Connecticut prisons were subjected of using dogs twenty times just to remove prisoners in cell. There are also reported cases of abuse of illegal immigrant in US. Those immigrants that were mistreated by police and suffered from hunger and eventually committed suicide. Another abuse case is improper housing of prisoners in different jails. The United States have 60 prisons, which houses a couple of thousand inmates. The inmates were jailed in a very small area, which is not well ventilated. Due to this situation, inmates become eventually insane and mentally ill.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Some primary rights of prisoners were removed from them. For instance, their right to vote was deprived from them.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Disease and crimes were rampant in many jails in the United States. Based on records from the United States Department of Justice, 50 percent of the total prisoners in the United States have suffered from mental illness such as melancholia, mania and hallucination. Over a million prisoners that are released annually have a very contagious and infectious disease. In line with this, a rate of 7000 prisoners per annum died in US prisons. Majority of the deaths recorded were caused by mental illness, which was untreated and left undetected. Aside from this, prisoners also suffered from basic ailments like colds and other virus-infected diseases. In the 2004 survey, the number of AIDS infected prisoners in federal jails increased by almost a thousand, which is relatively higher than the rate in US population.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In connection to AIDS problem, sexual assaults were rampant in various prisons in the United States. Thirteen percent prisoners in US prisons experienced sexual abuse from police enforcer. Approximately 200,000 inmates were abused sexually and has a tendency of becoming victims of sexual assaults.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Here manifestation of racial discrimination, religion discrimination and human rights violation were observed. Blacks were often discriminated when it comes to law enforcement and policing in the United States.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Two sides of police discretion were presented. One is that police are not biased and they just do their intended job. The other side is the abuse of police authority and power that is reflected by the complaints of different assaults and racial discrimination. Nevertheless, whichever is correct is not the idea but the real point here is that how effective the enforcement of law and justice in the United States.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   We see that police enforcement was not so effective in dealing with criminal acts. Many criminals were not really punished by law instead the innocent one suffered from it. In the past until the present, law enforcement is still weak in giving justice to anybody and now is the right time of altering the judicial system in United States.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Discretion is not doing anything that you want. Discretion is delimited by norms of the society in which police must conform. Police discretion is somehow good if used in good intension. Police discretion became evil only if abuse by cruel authorities.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Police discretion enforces law to have a harmonious society with no trace of criminal acts but if not used properly this would bring more chaos to the community.
